This figurine, Entitled "Sommeil" which means "Sleep" in french seems to represent immigrants or those displaced by war searching for a better life. It was created around World War 1 which seems sadly fitting.

My relatives immigrated from Germany in the 1800s so that is my take on it. A captain is scouting while a man is comforting a weary woman in a white, cobalt blue and gold floral dress and hat. There are very very few of these to be found!
